지적 불부합지 정비 통해 재산권 제약에 따른 주민불편 해소 기대
계룡시(시장 이응우)는 2024년도 지적재조사사업 실시계획에 따른 사업지구 지정을 위해 지난 15일과 18일 이틀에 걸쳐 향한 1리와 2리 마을회관에서 토지소유자와 이해관계인 등을 대상으로 주민설명회를 열었다고 밝혔다.
이날 설명회에서는 지적재조사사업의 추진 배경과 절차 및 기대효과와 토지소유자 협조 사항 등을 설명하고, 사업지구 지정에 따른 주민 의견을 청취했다.
지적재조사사업은 ‘지적재조사에 관한 특별법’에 따라 2030년까지 시행하는 국가정책 사업으로 일제강점기에 작성된 종이 지적을 디지털 지적으로 전환하고, 토지의 실제 현황과 일치하지 않는 지적공부의 등록사항을 바로잡기 위한 사업이다.
최신 측량 기술을 활용해 정확한 경계 결정 및 새로운 지적공부 작성과 등기촉탁까지 완료되는 만큼 재산권 제약에 따른 주민불편을 해소하고 나아가 보다 개선된 행정서비스를 제공할 수 있을 것으로 예상된다.
시 관계자는 “지적재조사 사업지구의 디지털지적 구축과 지적 불부합지에 대한 정비로 토지이용 가치를 높일 수 있을 것으로 기대한다”며, “성공적인 지적재조사 사업 추진을 위해 토지 소유자들의 적극적인 관심과 협조를 부탁드린다”고 말했다.

The Cadastral Reinvestigation Project is a national policy project to be implemented by 2030 in accordance with the 'Special Act on Cadastral Reinvestigation' to convert paper cadastres created during the Japanese colonial period into digital cadastres and correct registrations in the cadastral registry that do not match the actual status of the land.
By utilizing the latest surveying technology to accurately determine boundaries, create new cadastral studies, and request registration, it is expected to resolve inconveniences caused by property rights restrictions and provide better administrative services.
A city official said, "We expect to increase the value of land use by building a digital cadastre of the cadastral reexamination project area and improving cadastral inconsistencies." "We ask for the active interest and cooperation of landowners to promote the successful cadastral reexamination project."
