생계급여 역대 최대 수준으로 인상
논산시(시장 백성현)가 내년도 국민기초생활보장제도가 더욱 두터운 수준으로 개편된다고 전했다.
시에 따르면 2024년도 생계급여 최대 급여액은 71만 3,102원으로, 이는 2023년 62만 3,368원에서 14.4%나 증가한 액수다. 4인 가구 기준 급여액 역시 금년도의 162만 289원보다 13.16% 오른 183만 3,572원으로 책정됐다.
또한 2024년도 생계급여 선정 기준은 중위소득 30%에서 32%로, 주거급여 선정기준은 중위소득 47%에서 48%로 상향된다. 2017년 이후 7년 만의 상향이다.
*기준 중위소득이란, 중앙생활보장위원회의 심의ㆍ의결을 거쳐 보건복지부 장관이 공표하는 국민 가구소득의 중간값을 뜻한다.
한편, 생계ㆍ의료 수급자 생업용 자동차 1대(기존 1,600cc미만 차량)에 대한 가액 50%가 재산에서 제외되어왔다. 그러나 내년부터는 차량 기준이 2,000cc미만으로 변경되고 소득에서 제외되는 것으로 개편된다. 아울러 의료급여 수급자 가구에 장애 정도가 심한 장애인이 있는 경우 부양의무자 기준이 완화된다.
백성현 논산시장은 “생계급여 인상으로 저소득층 생활 수준을 한층 끌어올릴 수 있으리라 기대하고 있다”며 “복지사각지대 없는 논산을 만들기 위해 도움이 필요한 분들을 적극적으로 발굴하고, 가장 어려운 분들부터 두텁게 지원하려 한다. 시민 피부에 닿는 복지 정책 추진에 만전을 기하겠다”고 말했다.

According to the city, the maximum benefit amount for 2024 will be 713,102 won, a 14.4 percent increase from 633,368 won in 2023. The stipend for a family of four is also set at 1,833,572 won, up 13.16 percent from 1,628,289 won this year.
In addition, in 2024, the selection criteria for the livelihood benefit will be raised from 30% to 32% of median income, and the selection criteria for the housing benefit will be raised from 47% to 48% of median income. This is the first increase in seven years since 2017.
*The median income refers to the median national household income, which is published by the Minister of Health and Welfare after deliberation and resolution of the Central Livelihood Security Committee.
Meanwhile, 50 percent of the value of one car (previously 1,600cc or less) used for livelihood and medical benefits recipients has been excluded from their property. However, from next year, the standard will be changed to 2,000cc or less and excluded from income. In addition, the criteria for dependents will be relaxed if the household of a medical benefit recipient has a disabled person with a severe disability.
"We expect that the increase in livelihood benefits will further raise the living standards of low-income people," said Nonsan City Mayor Paik Baek-hyun. "In order to create a welfare-free Nonsan, we will actively identify those in need and provide thick support to the most needy. We will do our best to promote welfare policies that touch the skin of citizens."
