백성현 시장 “시민행복시대엔 안전이 기본… 시민 보호망 더욱 강화하겠다”

논산시(시장 백성현)가 행정안전부 주관 ‘2023년 재난관리평가’에서 전국 226개 기초지방자치단체 중 1위를 차지해 최우수기관으로 선정되는 영예를 안고 대통령 기관표창을 수상했다.
논산시는 평가 요소였던 공통ㆍ예방ㆍ대비ㆍ대응ㆍ복구 등 전 분야에서 최고등급을 받아냈으며, 특히 재난안전 관련 재정투자 확대 실적이 우수한 점과 안전한국훈련 종합평가 우수기관으로 선정된 점이 수상 성과를 낳았다. 또한 소방ㆍ경찰ㆍ군ㆍ민간 단체 등 다각적 네트워크를 구축해 시민안전망 마련에 힘쓴 점 역시 수상의 배경이 됐다.
시는 이번 최우수기관 선정ㆍ수상에 따라 대통령 표창과 함께 특별교부세 2억 3천만 원 및 포상금 1,300만 원 등 재정적 인센티브도 받게 된다.
백성현 논산시장은 “시민의 안전을 지키는 일은 시민행복시대로 향해가는 논산시의 기본적 시정 책무”라며 “앞으로도 시민의 재산과 생명을 보호하는 데에 만전을 기하여 ‘일상이 안전한 논산’을 조성해 나가겠다”고 말했다.
한편 재난관리평가는 행정안전부가 매년 전국 338개 재난관리책임기관(중앙부처ㆍ공공기관ㆍ지방자치단체)의 재난관리 단계별 실태를 점검ㆍ심사하는 재난 분야의 최상위 종합평가다.
전년도 재난관리 단계별 주요 역량 지표를 36개로 세분화한 뒤 추진실적을 정량ㆍ정성평가하는 방식으로 이뤄지며, 평가는 관할 중앙부처 및 충남도의 자체 평가단이 심사한 내용을 중앙재난관리평가단이 재차 확인하는 방식으로 진행됐다.
Nonsan-si (Mayor Baek Seong-hyun) was honored to be named the best institution among 226 basic local governments nationwide in the '2023 Disaster Management Evaluation' hosted by the Ministry of the Interior and Safety, and received the Presidential Citation.
Nonsan received the highest grade in all areas of the evaluation, including common, prevention, preparedness, response, and recovery, and was especially recognized for its excellent performance in expanding financial investment related to disaster safety and for being selected as an excellent organization for the comprehensive evaluation of the Safe Korea Drill. In addition, the city's efforts to establish a citizen safety net by establishing a multifaceted network of fire, police, military, and private organizations also contributed to the award.
In addition to the presidential citation, the city will also receive financial incentives such as KRW 230 million in special grant taxes and KRW 13 million in rewards.
"Protecting the safety of citizens is a basic municipal responsibility of Nonsan City, which is heading toward an era of citizen happiness," said Baek Sung-hyun, mayor of Nonsan City. "We will continue to do our utmost to protect the property and lives of citizens and create a 'safe Nonsan' in everyday life."
Meanwhile, the Disaster Management Assessment is a top-level comprehensive assessment in the disaster field in which the Ministry of the Interior and Safety annually inspects and examines the actual status of each stage of disaster management of 338 disaster management organizations (central ministries, public institutions, and local governments) nationwide.
The evaluation consists of quantitative and qualitative assessments of the previous year's performance by subdividing the main competency indicators for each stage of disaster management into 36 categories, and the evaluation was conducted by the Central Disaster Management Evaluation Team, which double-checked the results of the self-assessment teams of the competent central ministries and Chungnam-do.
